There are a bunch of people of relatively low pay in the Manhattan economic mix (such as all the delivery folks) who just had their equilibrium disturbed with this change.
They've been able to use stuff like: old vehicles, living with family, various perks of their specific jobs, etc. to make their situation work... but with the new congestion pricing it may no longer work. Some of them may just have to go and do something else that is worth more.
Unbelievable that EMTs and paramedics only make $19 an hour in NYC. At best they are renting sofa or roll-up mat space with that kind of pay.
