The thing is, Illinois just is blithe and doesn't course-correct much... this is going to be the true disaster. I need to game that one out in terms of timing... I think Chicago may hit first

Have you considered making a film about the collapse? From what I can tell, as the pensions in Chicago need more money, the politicians increase the tax levy so that the taxes over time become crushing, is that your perception? In any case, do you put butter on your popcorn?

It looks like the OSTPS is run by the pilots/crew on Airplane. Unless there is more paid in, then more can't be paid out. The high management fees are a killer to the growth of not only these managed funds, but unfortunately occur with small amount private investors.

On net, it seems the investment performance is in line with their total targets. The problem is that they're trying to get something for nothing (that is, excess performance without paying for it)

Yeah, that's going to be tough to come by.
