Now, revenue-related bills are supposed to originate in the House, but I assume that would be just about taxes, not about how they -spend- those taxes.
The news I primarily hear about the Senate, obviously, has to do with Trump appointment hearings/Senate votes. It takes time for bills to get through, even if they're duplicates from the prior Congress.
I am absolutely too cynical! I think this end to congestion pricing is due to DOGE trying to cut down on Trump's expenses. The cost of his limo and 4 Secret Service escort vehicles traveling to NYC - outrageous!!! (Not to mention the SS travel to The City in preparation for a Presidential Visit.)
That said, given ambassadorial vehicles from other nations get an out from these tolls & parking fees (which has always been a sore point, especially near the UN Building), I wonder how much the Secret Service, etc., get charged. I lived in the city in the years of Clinton & Bush, so I remember some of the visits -- pretty sure they didn't pay tolls back then. I could be wrong.
You asked what Congress is doing. This week the Senate is in session working on their budget proposal. The House is on vacation.

Ha! That would be amusing.
