Great overview of the last decade for Chicago. Not to mention depressing... it takes more than a few years of responsible action to make up for decades of irresponsible ones.
Chicago's pensions (and Illinois's and Cook County's) took decades to get this way, as you note. It's not an accident.
One does need to be patient to watch the slow-moving disaster.
I understood why Meredith Whitney didn't understand it, but I can stand the wait. I've been watching since my 30s. Will be entering my 50s starting next year....

The age-old “let’s appoint a committee / working group” management/political ploy! It delays a decision, attributes any criticism to others and recommendations can easily be shelved. Remember Biden’s committee in Supreme Court changes? Me neither!! Looking forward to see your essay in Mark Glennon’s Wirepoints!
